PHILLIP SCHEEL

For Hot Springs Co. Commissioner

PHILLIP SCHEEL

EXPERIENCED LEADERSHIP

FOR TIGHT ECONOMIC TIMES

Hot Springs County is facing real financial pressure,
and more cuts may be coming.

In times like these, we can’t afford guesswork. We need commissioners who understand the budget line by line, know where we can trim, and know how to protect the services our families and businesses rely on.

Key Policy Area

Responsible Budget & Spending
  • When money is tight, every decision matters. I believe in protecting taxpayers while keeping core services strong.
  • My focus will be:
  • Know the county budget inside and out so cuts are thoughtful, not random.
  • Trim commissioner's pay and benefits first.
  • Look for waste, attrition, and duplication first, before cutting essential services.
  • Work with departments to prioritize needs, so we keep the pain to a minimum.

Steady Leadership

Experienced, Steady Leadership on the Commission
  • With our most experienced commissioner retiring, this election will decide what kind of leadership guides Hot Springs County through the next few years.
  • My focus will be:
  • Bring proven commission experience back to the table so we don’t start from scratch.
  • Use existing relationships and connections across Wyoming to advocate for Hot Springs County.
  • Provide steady, informed leadership so the commission can move quickly and confidently when tough choices come.
Strong Local Economy & Real-World Business Experience

A strong county needs strong local businesses. As a small business owner who has grown a company and invested in downtown Thermopolis, I know what it takes to create jobs and keep Hot Springs County alive.

My focus:
• Support policies that make it easier to start and grow businesses in Hot Springs County.
• Work with local partners on economic development projects that bring jobs and visitors to our communities.
• Use my experience growing businesses and investing in downtown to champion small business and working families.

Infrastructure & Black Mountain Road

Safe, reliable county roads are essential for families, ranchers, and local businesses. One of our most important unfinished projects is the Black Mountain Road repaving—and it’s time to see it through.

My focus:
• Make finishing the Black Mountain Road repaving project a clear county priority.
• Use my commission and community experience to keep the project on track and accountable.
• Work with road crews, landowners, and state partners to ensure smart planning, quality work, and long-term maintenance.

CORE PRIORITIES

I will focus on what really matters.

Making every tax dollar count, controlling spending, and ensuring county government lives within its means while maintaining essential services.

ECONOMIC GROWTH

Encouraging responsible economic development, supporting local businesses, and creating opportunities that strengthen the county's tax base and workforce.

TRANSPARENCY & ACCOUNTABILITY

Promoting open government, clear communication, and responsible decision-making so residents understand how and why county decisions are made.

COMMON SENSE LAND USE

Updating county land use policies to reflect today's needs, reduce unnecessary conflicts, and ensure the process is fair for everyone.

PLANNING FOR OUR FUTURE

Making thoughtful decisions that protect county resources, address future challenges, and leave Hot Springs County stronger for the next generation.

ROADS, BRIDGES & INFRASTRUCTURE

Maintaining the infrastructure residents depend on every day and making smart long-term investments that reduce costly repairs in the future.
